The ‘Economic Procedures and Fiscal Responsibility (First Amendment) Bill, 2081’ has been presented to the House of Representatives by Deputy Prime Minister and Finance Minister Bishnu Prasad Poudel. Poudel argued that the federal government should not only make laws and give development work to provincial governments, but should have executive, managerial, and judicial powers at all levels.
He said the government will move forward after discussing tax policies adopted by Nepal while preparing the upcoming financial budget. MPs Prabhu Shah, Prakash Jwala, Prem Suwal, Chitra Bahadur KC, Devendra Poudel, and Narayani Sharma registered a notice of opposition to the proposal, arguing that the government has not provided anything to the people for collecting taxes, ignored parliament, parliamentary committees, and MPs. They also demanded that the country’s economic development should be proportionate in practice, and that the bill minimized the role of the Planning Commission. The meeting rejected the opposition notice by a majority.
