Chairman Upendra Yadav bats for formation of experts’ team to amend constitution

The Chairman of the Janata Samajwadi Party (JSP), Upendra Yadav, has called for the amendment of the constitution based on the recommendations of a team of experts. He believes that the government is reluctant to amend the constitution and that the existing electoral system is too expensive for the country. Yadav also suggests that the form of governance should be changed to a directly-elected executive presidential system, with the president selecting cabinet members from among experts.

He believes that the parliament should formulate laws and carry out monitoring like parliamentary businesses, and that the exercise of judiciary should be reviewed to end red tape and empower it. He also suggests that the local level should be brought under the scope of province government, making the province more powerful through the constitution’s amendment.

Yadav claims that the entire population has not taken ownership of the constitution, including federalism itself, due to the centralized and unitary mindset of some stakeholders. He believes that federalism cannot be implemented by unbuckling resources and powers from the center, as there is no law or bureaucratic setup to implement federalism.

The Madhesi community’s key demand is equal participation in all state organs based on population, and he stresses the need for adopting meritocracy in all bodies of the state to bring about changes in people’s lives. He also suggests that the state should run industries to create jobs and prioritize agriculture development, along with assurance for good governance.

Yadav also calls for massive changes in the existing model of education to suit the changing context and enable people to become efficient. He also believes that agriculture and tourism need serious interventions for the nation’s prosperity and that more energy is needed to make Nepal a prosperous country globally.
