The presentation of the bill was delayed

Due to a lack of quorum, a session of the House of Representatives (HoR) did not proceed with the introduction of the bill to change the Political Parties Act. As Speaker Devraj Ghimire was ready to propose the meeting to deliberate on a notice of protest given by Prem Suwal of the Nepal Workers and Peasants’ Party requesting that the bill not be presented, Mahesh Bartaula urged that the House ascertain the number of legislators present in the meeting. In response, the Speaker scheduled three times to confirm the number of lawmakers present in the meeting, and it was discovered that at least one-fourth of the overall membership (69) was absent.
The bill’s presentation at the meeting was subsequently postponed. Only 65 members attended the meeting. According to Article 94 of the Constitution, quorum is required to propose a bill or proposal for resolution at a meeting of either House of the Federal Parliament.
